Q1: Can I make a class public and share the URL so that anyone can see the class?
Q2: Can I restrict a class so that only students and parents can see it?
A: Yes and yes. When you make a class active, just set the Only people I put in the class roster can view this class setting appropriately. When the boxed is checked, only people in the class roster (e.g. parents and students) will be able to see class content. Alternately, if this feature is turned off the class will be public and visible to everyone like a standard webpage.
You need to make your class active so that others can see it, and at that time you can specify that it should be public-viewable.

If you decide you want to change this setting in the future, you can find the Only people I put in the class roster can view this class setting by doing the following:

Note: even for classes that are public, only logged in roster member will be able to see student-created content (e.g. discussion posts, grades, etc.).

Still don't think this is clear. When you say it is publicly viewable 'like a web page' do you mean the entire web or just the entire community that you belong to?
When the class is publicly viewable, page content will be available to anyone who comes across the class. However, activities such as discussions, WikiProjects, assessments, etc. will not be accessible to the public.
When the class is not available to the public, you will have to log in before accessing any content.
Making a class active is different than making a class public. You must make the class active before anyone can see it. However, when you make it active, you have the choice to make it public or private.
